Per the report, Wright admitted to police officers that he had been drinking.
However, the former USC and UNLV player refused to take a field sobriety test or a Breathalyzer.
He was assigned $100,000 bail.
The former Detroit Lions was signed to a five-year, $37.5 million contract that includes $15.5 million fully guaranteed for skill, injury and cap.
Wright intercepted four passes last season, also registering 74 tackles for the Lions.
Wright, 26, is known for his speed.
The former Cleveland Browns second-round draft pick has recorded 292 career tackles and 13 interceptions.
The Buccaneers' defense struggled last season under former coach Raheem Morris, allowing 30 touchdown passes.
Plus, opposing quarterbacks posted a cumulative 97.2 passer rating.
