For the first time in my mock drafts former Notre Dame linebacker Manti Te'o find himself landing in the first round.

NFL Draft Story Central

It’s much of the same in this FoxSportsNext/Scout.com Mock Draft 4.0. This time, one of college football most talked about players, Manti Te’o, slides into the first round for the first time, landing with the Super Bowl Champion Baltimore Ravens.

Something else that will jump out to you is former Alabama cornerback Dee Milliner going No. 12 to the Miami Dolphins. It’s not that Milliner’s stock is dropping. Rather, teams in the top ten are opting for pass rushers, offensive linemen and even a quarterback (Geno Smith). I don’t see Milliner sliding. In fact, I would lean more towards a franchise [like Tampa Bay] moving into the top five to try and land the draft’s top defensive back.

There are 16 days to go until the NFL Draft.

Round 1
1
Kansas City Chiefs
Player: Luke Joeckel
Height: 6-6
Weight: 306
Hometown: Arlington, TX
College: Texas A&M
Class: 2013 JR
Position: OT
Rating:
Overall Rank: 2
Pos Rank: 2

Head Coach: Andy Reid

2012 Record: 2-14

ANALYSIS: I still see Kansas City taking an offensive tackle at the top spot and I still lean towards Luke Joeckel over Eric Fisher but it could go either way. Like I have said before Joeckel is the safer selection of the two although I feel Fisher has more upside. If the Chiefs elect to by-pass an o-tackle, defensive end Barkevious Mingo and defensive tackle Star Lotulelei are two names to watch for.

Round 1
2
Jacksonville Jaguars
Height: 6-4
Weight: 241
Hometown: West Monroe, LA
College: LSU
Class: 2013 JR
Position: DE
Rating:
Overall Rank: 7
Pos Rank: 3

Head Coach: Gus Bradley

2012 Record: 2-14

ANALYSIS: Will it be Barkevious Mingo or Dion Jordan for the Jags? Do they decide on Dee Milliner or perhaps an offensive tackle? I still believe Jacksonville nabs a pass rusher here and they will likely have a chance to pick from one of the best athletes on this side of the ball in Mingo or Jordan. Just like last week's mock Mingo is my call.

Round 1
3
Oakland Raiders
Height: 6-2
Weight: 297
Hometown: Philadelphia, PA
College: Florida
Class: 2013 JR
Position: DT
Rating:
Overall Rank: 4
Pos Rank: 1

Head Coach: Dennis Allen

2012 Record: 4-12

ANALYSIS: Shariff Floyd has been the steady Oakland call by many and I still happen to agree. Although it wouldn't surprise me in the least to see the Raiders go get Dee Milliner. The silver and black have major issues at corner but they could grab one later in the draft.

Round 1
4
Philadelphia Eagles
Player: Geno Smith
Height: 6-2
Weight: 218
Hometown: Miramar, FL
College: West Virginia
Class: 2013 SR
Position: QB
Rating:
Overall Rank: 19
Pos Rank: 1

Head Coach: Chip Kelly

2012 Record: 4-12

ANALYSIS: The Eagles are a team that could go in a few directions to address needs at offensive tackle, cornerback and a pass rusher. Last week I had them pegged to land former Oregon star outside linebacker/defensive end Dion Jordan. But now I am leaning towards quarterback Geno Smith. New Philadelphia head coach Chip Kelly has to find someone to pilot his fast break offense. It just makes a heck of a lot more sense to draft Smith here rather than a guy like E.J. Manuel with one of their later picks.

Round 1
5
Detroit Lions
Player: Eric Fisher
Height: 6-7
Weight: 306
Hometown: Rochester Hills, MI
Class: 2013 SR
Position: OT
Rating:
Overall Rank: 1
Pos Rank: 1

Head Coach: Jim Schwartz

2012 Record: 4-12

ANALYSIS: As much as Detroit needs a pass rusher and cornerback they have to replace the retired Jeff Backus. If either Luke Joeckel or Eric Fisher slide to this spot I have to believe the Lions go this direction. You have to protect your franchise QB so he can get the ball to his playmakers, most notably wide receiver Calvin Johnson.

Round 1
6
Cleveland Browns
Player: Dion Jordan
Height: 6-6
Weight: 248
Hometown: Chandler, AZ
College: Oregon
Class: 2013 SR
Position: DE
Rating:
Overall Rank: 3
Pos Rank: 1

Head Coach: Rob Chudzinski

2012 Record: 5-11

ANALYSIS: I am hearing more and more that the Browns are loving the potential pass rushers that could be available at this spot - Barkevious Mingo, Jarvis Jones, Dion Jordan and Ziggy Ansah. While the need to find another cornerback to play opposite Joe Haden is there, they can draft a very good cornerback in the next round or even the third. With Mingo off the board, I like Jordan here. These guys are not available in later rounds. Corners are.

Round 1
7
Arizona Cardinals
Lane Johnson
Player: Lane Johnson
Height: 6-6
Weight: 303
Hometown: Groveton, TX
College: Oklahoma
Class: 2013 SR
Position: OT
Rating:
Overall Rank: 9
Pos Rank: 3

Head Coach: Bruce Arians

2012 Record: 5-11

ANALYSIS: The Cardinals need offensive tackle help, as their play up front, especially when it came to pass protection last year, was just terrible. Lane Johnson is the call here unless Fisher or Joeckel fall to this spot.

Round 1
8
Buffalo Bills
Ezekiel Ansah
Height: 6-5
Weight: 271
Hometown: Accra, Ghana
College: BYU
Class: 2013 SR
Position: DE
Rating:
Overall Rank: 6
Pos Rank: 2

Head Coach: Doug Marrone

2012 Record: 6-10

ANALYSIS: With quarterback Kevin Kolb now on the Buffalo's roster I think they will grab a quarterback later on in the draft. Guard is a need but so is wide receiver and finding another pass rusher. Buffalo could trade down in the first round to grab a wide receiver. If they stay here at the No. 8 spot I see them going with a pass rusher like Ezekiel Ansah.

Round 1
9
New York Jets
Jarvis Jones
Player: Jarvis Jones
Height: 6-2
Weight: 245
Hometown: Columbus, GA
College: Georgia
Class: 2013 JR
Position: OLB
Rating:
Overall Rank: 10
Pos Rank: 1

Head Coach: Rex Ryan

2012 Record: 6-10

ANALYSIS: Assuming Darrelle Revis is still on the Jets's roster I see New York going after a pass rusher. With Mingo and Jordan already gone that leaves Jarvis Jones as the guy that fits their scheme the best. Although it will be tough to bypass defensive tackle Star Lotulelei.

Round 1
10
Tennessee Titans
Height: 6-2
Weight: 317
Hometown: Atlanta, GA
College: Alabama
Class: 2013 SR
Position: OG
Rating:
Overall Rank: 11
Pos Rank: 1

Head Coach: Mike Munchak

2012 Record: 6-10

ANALYSIS: I tentatively have Chance Warmack penciled in here. The Titans still need more guard help and he's the top guy at this position and a consensus top 10 player in this draft. Again, defensive tackle Star Lotulelei will be tough to pass up.

Round 1
11
San Diego Chargers
Height: 6-2
Weight: 311
Hometown: Wilmington, NC
Class: 2013 SR
Position: OG
Rating:
Overall Rank: 14
Pos Rank: 2

Head Coach: Mike McCoy

2012 Record: 7-9

ANALYSIS: San Diego is hoping Lane Johnson slides out of the top 10 to their spot at No. 11. If that happens they go with this former Sooner. But chances are Johnson won't be available. The Chargers could go in a number of directions but I have to believe that they fortify their interior offensive line with guard Jonathan Cooper.

Round 1
12
Miami Dolphins
Dee Milliner, Alabama
Player: Dee Milliner
Height: 5-11.5
Weight: 201
Hometown: Millbrook, AL
College: Alabama
Class: 2013 JR
Position: CB
Rating:
Overall Rank: 8
Pos Rank: 1

Head Coach: Joe Philbin

2012 Record: 7-9

ANALYSIS: In this mock I have Dee Milliner sliding out of the top 10 with teams ahead of them going for pass rushers, a quarterback and offensive linemen. I could certainly see a team needing a corner (Tampa Bay) moving into the top five to pick Milliner. But in this mock there are no trades and the Dolphins land this gem from Alabama.

Round 1
13
Tampa Bay Buccaneers
Star Lotulelei, Utah
Height: 6-2
Weight: 311
Hometown: South Jordan, UT
College: Utah
Class: 2013 SR
Position: DT
Rating:
Overall Rank: 5
Pos Rank: 2

Head Coach: Greg Schiano

2012 Record: 7-9

ANALYSIS: Now we have to assume the Darrelle Revis trade doesn't happen prior to the draft. Until recently I thought it was going to happen. I see Tampa Bay moving into the top five or so to land Dee Milliner or trading back in the first round to take Xavier Rhodes or Desmond Trufant. If they stand pat and defensive tackle Star Lotulelei is there they draft this former Ute. He's a steal at this spot and fills the Bucs second biggest need.

Round 1
14
Carolina Panthers
Height: 6-2
Weight: 294
Hometown: St. Louis, MO
College: Missouri
Class: 2013 SR
Position: DT
Rating:
Overall Rank: 13
Pos Rank: 3

Head Coach: Ron Rivera

2012 Record: 7-9

ANALYSIS: Four mocks in and I still have the Panthers drafting former Missouri star defensive tackle Sheldon Richardson. He's a great fit for their scheme and fills a huge need for the Carolina defense.

Round 1
15
New Orleans Saints
Kenny Vaccaro/GETTY IMAGES
Height: 6-0
Weight: 214
Hometown: Early, TX
College: Texas
Class: 2013 SR
Position: S
Rating:
Overall Rank: 18
Pos Rank: 1

Head Coach: Sean Payton

2012 Record: 7-9

ANALYSIS: With the elite pass rushers off the board that fit their new 3-4 scheme in New Orleans, I see the Saints addressing another need in the secondary. Here they pick up the draft's top rated safety in former Longhorn Kenny Vacarro.

Round 1
16
St. Louis Rams
Player: Tavon Austin
Height: 5-8
Weight: 174
Hometown: Baltimore, MD
College: West Virginia
Class: 2013 SR
Position: WR
Rating:
Overall Rank: 12
Pos Rank: 1

Head Coach: Jeff Fisher

2012 Record: 7-8

ANALYSIS: It wouldn't shock me at all to see Tavon Austin gone by the time St. Louis is up with their first pick. If Austin is there then I see Jeff Fisher drafting this playmaker from West Virginia. He would bring the big play back to the Rams and will be a special on special teams in the return game.

Round 1
17
Pittsburgh Steelers
Height: 6-1.5
Weight: 216
Hometown: Rock Hill, SC
College: Tennessee
Class: 2013 JR
Position: WR
Rating:
Overall Rank: 15
Pos Rank: 2

Head Coach: Mike Tomlin

2012 Record: 8-8

ANALYSIS: Nothing changed here. I have now had CP to the Steelers for a few weeks now. They lost one explosive downfield threat in Mike Wallace. This is their replacement, unless an elite pass rusher like Mingo or Jones falls to this spot.

Round 1
18
Dallas Cowboys
Player: D.J. Fluker
Height: 6-4.5
Weight: 339
Hometown: Foley, AL
College: Alabama
Class: 2013 JR
Position: OT
Rating:
Overall Rank: 17
Pos Rank: 4

Head Coach: Jason Garrett

2012 Record: 8-8

ANALYSIS: DJ Fluker is a guy that could surprise many and be called earlier. He could fall to the bottom part of this round as well. But if you are Dallas, this is a big bodied tackle that you would love to call a Cowboy, especially if both Cooper and Warmack are gone.

Round 1
19
New York Giants
Height: 6-5
Weight: 310
Hometown: Manchester, Great Britain
College: Florida State
Class: 2013 JR
Position: OT
Rating:
Overall Rank: 25
Pos Rank: 5

Head Coach: Tom Coughlin

2012 Record: 9-7

ANALYSIS: The G-men could go defense here, addressing needs on the DL, LB or even corner. But Menelik Watson is a o-tackle that New York is very high on and his ceiling and upside are enormous.

Round 1
20
Chicago Bears
Player: Keenan Allen
Height: 6-2
Weight: 206
Hometown: Greensboro, NC
College: California
Class: 2013 JR
Position: WR
Rating:
Overall Rank: 29
Pos Rank: 3

Head Coach: Marc Trestman

2012 Record: 10-6

ANALYSIS: While linebacker is a big need the Bears would love to land a playmaker like Keenan Allen. This is a complete wide receiver that should come in and help out Jay Cutler and the Bears gang very quickly.

Round 1
21
Cincinnati Bengals
Alec Ogletree, Georgia
Height: 6-2
Weight: 242
Hometown: Newnan, GA
College: Georgia
Class: 2013 JR
Position: MLB
Rating:
Overall Rank: 21
Pos Rank: 1

Head Coach: Marvin Lewis

2012 Record: 10-6

ANALYSIS: It's not like the Bengals have a glaring need. Here they pull Alec Ogletree, a speedy linebacker from Georgia. He is top 15 talent but comes with some warts in regards to off the field issues.

Round 1
22
St. Louis Rams
Player: Matt Elam
Height: 5-9.5
Weight: 208
Hometown: Palm Beach Gardens, FL
College: Florida
Class: 2013 JR
Position: S
Rating:
Overall Rank: 37
Pos Rank: 2

Head Coach: Jeff Fisher

2012 Record: 7-8

ANALYSIS: The Rams could go looking for safety here with a trio to choose from in Eric Reid, Jonathan Cyprien or Matt Elam. The former Gator Elam gets the call. This kid is a playmaker all over the field. St. Louis could be flirting with the notion of drafting running back Eddie Lacy or maybe even a d-tackle like Sylvester Williams. But if they wait too long for safety these guys could all be gone by the next time they pick.

Round 1
23
Minnesota Vikings
Height: 6-2
Weight: 313
Hometown: Jefferson City, MO
Class: 2013 SR
Position: DT
Rating:
Overall Rank: 27
Pos Rank: 4

Head Coach: Leslie Frazier

2012 Record: 10-6

ANALYSIS: Sylvester Williams could be the ideal pick here. He fills a need and they get great value with this d-tackle from North Carolina.

Round 1
24
Indianapolis Colts
Height: 5-11.5
Weight: 190
Hometown: Tacoma, WA
College: Washington
Class: 2013 SR
Position: CB
Rating:
Overall Rank: 22
Pos Rank: 3

Head Coach: Chuck Pagano

2012 Record: 11-5

ANALYSIS: A nose tackle could be what they are thinking here but I would lean more towards a cornerback like Desmond Trufant. The Colts made some moves at this position in free agency but landing a plug in and play guy like Trufant could be hard to pass up.

Round 1
25
Minnesota Vikings
Player: Kevin Minter
Height: 5-11.5
Weight: 246
Hometown: Suwanee, GA
College: LSU
Class: 2013 JR
Position: MLB
Rating:
Overall Rank: 41
Pos Rank: 3

Head Coach: Leslie Frazier

2012 Record: 10-6

ANALYSIS: Minnesota could go wide receiver here but with the addition of Greg Jennings I would lean more to the other side of the ball, specifically middle linebacker. So who do the Vikings prefer - Kevin Minter or Manti Te'o? I would lean towards Minter.

Round 1
26
Green Bay Packers
Player: Eddie Lacy
Height: 5-11
Weight: 231
Hometown: Geismar, LA
College: Alabama
Class: 2013 JR
Position: RB
Rating:
Overall Rank: 33
Pos Rank: 1

Head Coach: Mike McCarthy

2012 Record: 11-5

ANALYSIS: In my first mock I had the Packers going with Alabama running back Eddie Lacy. The last two I had Green Bay drafting Damontre Moore. Now I think they go with Lacy to jump start their run game and take pressure off of quarterback Aaron Rogers.

Round 1
27
Houston Texans
Player: Robert Woods
Height: 6-0
Weight: 201
Hometown: Gardena, CA
College: USC
Class: 2013 JR
Position: WR
Rating:
Overall Rank: 35
Pos Rank: 4

Head Coach: Gary Kubiak

2012 Record: 12-4

ANALYSIS: The Texans need help at wide receiver opposite of Andre Johnson. Robert Woods might be the closest guy at this position to be ready to play and make major contributions right now. Woods was super in his three years at USC in their pro system.

Round 1
28
Denver Broncos
Height: 6-3
Weight: 266
Hometown: Salisbury, CT
College: Florida State
Class: 2013 JR
Position: DE
Rating:
Overall Rank: 16
Pos Rank: 4

Head Coach: John Fox

2012 Record: 13-3

ANALYSIS: The Broncos need help at defensive tackle and defensive end. But here they draft Bjoern Werner to help ease the loss of defensive end Elvis Dumervil. Werner plays with a great motor and can rush the passer.

Round 1
29
New England Patriots
Height: 6-1
Weight: 210
Hometown: Miami, FL
College: Florida State
Class: 2013 SR
Position: CB
Rating:
Overall Rank: 20
Pos Rank: 2

Head Coach: Bill Belichick

2012 Record: 12-4

ANALYSIS: Despite the big time need at wide receiver it's not like New England spends first round picks at this position. Justin Hunter would be a nice fit here but look for the Patriots to go defense on the line or in the secondary. FSU's Xavier Rhodes is a big and physical cornerback that could also emerge as a safety.

Round 1
30
Atlanta Falcons
Height: 6-4
Weight: 250
Hometown: Rowlett, TX
College: Texas A&M
Class: 2013 JR
Position: DE
Rating:
Overall Rank: 34
Pos Rank: 6

Head Coach: Mike Smith

2012 Record: 13-3

ANALYSIS: Moore was once considered a top 10 pick. Then he didn't test well in Indy or at his pro day. Regardless, what he put on film at A&M this past season was super. The Falcons are looking to enhance their pass rush and he could ultimately turn into a steal here. Of course they will address their cornerback need later in the draft.

Round 1
31
San Francisco 49ers
Eric Reid (Getty Images)
Player: Eric Reid
Height: 6-1
Weight: 213
Hometown: Geismar, LA
College: LSU
Class: 2013 JR
Position: S
Rating:
Overall Rank: 57
Pos Rank: 4

Head Coach: Jim Harbaugh

2012 Record: 11-4

ANALYSIS: I could very easily see the 49ers, with all those picks in this draft, moving up in the first round. But if they stay here they could certainly go in a number of directions in getting help for the defensive line or secondary. I went with Eric Reid last week and I am sticking with that selection.

Round 1
32
Baltimore Ravens
Player: Manti Te'o
Height: 6-1
Weight: 241
Hometown: Honolulu, HI
College: Notre Dame
Class: 2013 SR
Position: MLB
Rating:
Overall Rank: 28
Pos Rank: 2

Head Coach: John Harbaugh

2012 Record: 10-6

ANALYSIS: I think the call here is middle linebacker or safety. With Minter gone to Minnesota in this mock the Super Bowl champs draft Manti Te'o from Notre Dame.
