The Buccaneers needed someone with some playmaking ability that can play wide receiver and kickoff returner, and Jackson can do both. He averaged about 35 receptions per season at App. State and he also returned kickoffs and punts. He has some of the best pure speed in the draft, as he ran under 4.4 at the scouting combine. Scouts like that explosiveness, and the Bucs don't have that in any wide receiver on their roster except for Joey Galloway. The Bucs drafted Jackson to be their returner, but he'll find his way onto the field in three wide receiver packages that utilize him as a slot receiver, such as New England's Wes Welker. - Dexter Jackson, BucsBlitz.com

The speedy receiver is a good route runner and has ton of upside. The knock on him is his size but Tampa Bay badly needs a developmental receiver and Jackson will fill that role. He could replace Joey Galloway in a few years.
