Acceleration
Any signing bonus amounts and amounts treated as signing bonus will be accelerated immediately into the 2009 cap for any players removed from the roster or assigned via waivers or trade at any time during 2009

30% Rule
Salary may not increase per year from 2009 (Capped Year) to 2010 (Uncapped Year) or beyond more than 30% of 2009 Salary. Salary for 30% Rule does NOT include amounts treated as Signing Bonus, or early termination buyout prorations tied to NLTBE incentives (those tied entirely to LTBE incentives are open issue with NFL), but DOES include option extension bonus prorations. All contracts (including rookies) must be in 30% rule compliance after early termination if the Club exercises an option or any other right or takes any action that would upon exercise cause the contract to violate the 30% rule.

Veteran Incentives
• If more than 3 different team performance categories, covering 2009 or later, all but the 3 incentives with the lowest dollar amount become LTBE. Each team incentive covering 2009 or later also needs to be coupled with a playtime requirement equal to or greater than player's actual playtime in prior year.
• In 2009, any NLTBE incentive earned in 2009 counts against the Club's 2009 Salary Cap immediately.
• In 2009, any LTBE incentive is immediately credited toward Club's 2009 Salary Cap when required performance level is impossible for player to attain.

Guaranteed Contracts (Skill, Injury & Cap)
• For contracts entered into prior to 2010, Salary fully guaranteed for years 2011 and beyond (i.e., for skill, injury and cap reasons), will be included in Team Salary for the preceding League Years in which the Salary Cap is in effect, in any manner the Club chooses (and counts against the Salary Cap in those years), if payment of entire Salary for 2009 is not fully guaranteed.
• For contracts entered into prior to 2010, 50% of the Salary fully guaranteed for any League Years after 2012 will be included in Team Salary for the preceding League Years in which the Salary Cap is in effect, in any manner the Club chooses (and counts against the Salary Cap in those years).
• For contracts entered into prior to 2010 that provide for yearly Salary in a sequence that is fully guaranteed in 2009, unguaranteed in 2010 and then fully guaranteed in 2011 or later, the amount fully guaranteed after the first such unguaranteed year will be allocated over the Capped years in any manner the Club chooses (and counts against the Salary Cap in those years).

Signing Bonus Rules
In any contract signed in 2009, each of the following will be treated as a signing bonus, if it is to be earned or paid to the player in 2010: (a) any Salary advance which the player is not and cannot be obligated to repay; (b) any off-season workout bonus that is contingent upon the player's participation in less than 32 days of the Club's off-season workout program; (c) any off-season roster bonus; and (d) any off-season reporting bonus.

NFL Draft
The NFL may hold the draft through the 2011 League Year.

Transition Designations
In 2010, each Club is allowed one additional Transition Designation in addition to their Franchise Designation (if available).

NFL PLAYER BENEFITS IN UNCAPPED YEAR

Benefits Plans

Retirement Plan
Credited Seasons only through Plan Year that begins prior to expiration of the Final League Year. Retirement benefits and disability benefits made from the Retirement Plan continue, and players may continue to apply for disability.

Savings Plan
No new contributions to player accounts and Clubs do not pay expenses.

Supplemental Disability Plan
No new contributions and no more benefits. [Disability Plan automatically terminates at end of Plan Year that begins prior to expiration of the Final League Year.]/[Disability Plan continued and maintained through the term of the CBA] [compare p. 201 & p. 223]

Annuity Program

No new contributions to player accounts and Clubs do not pay expenses.

Tuition Assistance Plan
No new reimbursements.

HRA Plan
No new contributions and no new accounts, but Clubs must fund unfunded present value of accrued accounts enough to pay reimbursements when due. HRA Plan continues until accounts have been paid out.

88 Plan
No new recipients in uncapped years. Existing Eligible Players will continue to receive benefits even past end of CBA.

Group Insurance
Active Players and former Players receive benefits during only term of CBA.

Severance Plan
No new accruals in uncapped years. Payment of previously accrued benefits will be made during uncapped years.

Workers Compensation Time Offset Fund
No new contributions and no new benefits accrued or earned during uncapped years.

Minimum Salary Benefit
Not operative during uncapped years

Performance Based Pay
Not operative during uncapped years
